Composition, Functions and Member List of the Chinese Medicine Council of Hong Kong

Composition
  1. a chairman;
  2. 5 Chinese medicine practitioners;
  3. 5 persons from the trade of Chinese medicines;
  4. 2 persons from educational or scientific research institutions in Hong Kong;
  5. 3 lay persons;
  6. 2 public officers; and
  7. the Director of Health (ex officio member).

 

Functions
  1. to ensure adequate standards of professional practice and professional conduct in the profession of Chinese medicine practitioners;
  2. to promote professional education of Chinese medicine practitioners;
  3. to ensure adequate standards of practice and conduct in the trade of Chinese medicines;
  4. to promote and ensure-
    1. the proper use of Chinese herbal medicines;
    2. the safety, quality and efficacy of proprietary Chinese medicines;
  5. to co-ordinate and supervise the activities of the Chinese Medicine Practitioners Board and the Chinese Medicines Board; and
  6. to carry out any other functions assigned to it under the Chinese Medicine Ordinance.

Without prejudice to the generality of the above-mentioned (e), the Chinese Medicine Council shall co-ordinate and supervise the activities of the Chinese Medicine Practitioners Board and the Chinese Medicines Board by -

  1. determining the policies to be implemented by the boards;
  2. examining policy matters in relation to the activities of the boards;
  3. examining any proposals, recommendations and reports from the boards regarding the activities of the boards or the implementation of policies and directing the boards to amend any of such proposals or recommendations as it thinks fit;
  4. directing the boards to implement such policies and activities as it thinks fit;
  5. handling appeals against decisions of the boards as provided for under the Chinese Medicine Ordinance;
  6. providing any advice and assistance as may be required by the boards; and
  7. exercising its powers under the Chinese Medicine Ordinance in such manner as it considers most conducive to the satisfactory performance by each board of the board's functions under the Chinese Medicine Ordinance.
